Does telepathy work with mentally ill people?

I have tried it with my Dad, he's bipolar and schizophrenic. It doesn't seem to work well, I tried mind controlling him, he just seem to ignore my mental voice. I can influence and send messages to normal people though. I just want to try calming him down.
