the mind is set up in a way where it takes pictures or photos. it does this extreamly rapidly with the eyes and prossesses it to make you see. chrono kinesis is slowing down the pictures that your mind takes, or speading it up. this makes your preception of time change. in doing so, you could easily escape danger or skip a boring class or section of time. 

Tech  imagine yourself in a quiet area. now imagine a bird flying past. do this while counting. while counting at the same rat, imagine the bird flying faster and faster. now start to count at the same speed the bird flies past you. if done corectly you should start to slow down your preception of time. or, you could reverse the prossess and have the bird go slower and speed up yuor preception.
