At higher levels Even the presence of the owner can enchant another.By all means this a magickal abillty.You might recognize this ability from movies such as stardust where lamia uses this power to command another witch to not pursue something.

Tech1 Visualize magickal energy in your throat.{magickal energy is the color of the rainbow}.Then visualize what you want in the magickal energy, then say it to that person and then visualize them doing what you asked with your voice. Note:You have to concentrate on two things at a time - What you want and the magikcal energy. this takes perservence and pratice but be decticated and you will see results!!!
